PyPi v1.3.0 Split spectrum search and simplify
- Simplify code where possible,
- standardise on outputting a dictionary in c.decode_dict rather than multiple c. properties,
- split specrtrum search into early and middle for the first and second costas blocks because combined search after middle costas block delayed the start of demapping and decoding
- revise testing code & interfaces
