Updated Gradle and Android Gradle Plugin to the latest versions. Migrated the project from the deprecated Android Support Libraries to AndroidX. Updated `compileSdkVersion`, `targetSdkVersion`, and all dependencies to their latest versions. Implemented runtime permission requests for `ACCESS_FINE_LOCATION` and `POST_NOTIFICATIONS` to prevent crashes on modern Android devices. Fixed various compilation errors and functional regressions caused by the upgrades. Added a lint baseline to suppress pre-existing warnings.
