Fix NumPy random rand size keyword

Summary

• add a NumPy-backend random.rand wrapper that accepts the backend size= keyword contract
• preserve NumPy-compatible positional dimension calls such as rand(2, 3) and reject ambiguous mixed calls
• add direct NumPy-backend regression tests for the keyword and legacy positional forms

Testing

• Not run locally; changes are covered by the new pytest module and CI.
