refactor: Add Type operations for AST types

Resolves: FA-12

Changes

• Adds gradual typing functions to AST types
• Equivalent to Prototype except for lack of implementation for custom strucutural equality (that was a leaky abstraction for the prototype)

Dont think this will work, the prototype has several, critical bugs. I will migrate as-is everything then fix
