Fix issue where company classification code is prefilled in BA

Explanation of Change

These changes make the company industry classification field start empty during the normal bank account setup flow. Previously, the field could appear prefilled with an existing or draft value before the user had chosen anything, which made it look like the app had already selected a classification code for them.

With this update, the field only uses the existing saved industry code when the user is editing previously entered information. During new setup, the app waits until the user confirms their selected classification code, then saves that final value so the flow can still be resumed correctly.
