Add showInReview to merged prohibited expense violations#89634

The mergeProhibitedViolations function creates a merged violation object without showInReview: true, so the transaction preview filters it out when checking for violations to display. mergeProhibitedViolationscreates a merged violation object withoutshowInReview: true. The transaction preview callshasViolation(..., true), which filters out violations missing that flag — so prohibited expense violations never show the RBR indicator or message on report previews.This adds
