Removes tmp. It's no longer used after updating ancestor dependencies tmp and azure-functions-core-tools. These dependencies need to be updated together.

Removes [tmp](https://github.com/raszi/node-tmp). It's no longer used after updating ancestor dependencies [tmp](https://github.com/raszi/node-tmp) and [azure-functions-core-tools](https://github.com/Azure/azure-functions-core-tools). These dependencies need to be updated together.
