Fix for a failing OADR2.0a VEN PULL conformance check: "Conformance check failed : In the pull model the expectation is that the VEN should respond to the oadrDisributeEvent before the next polling cycle. If the responseRequired is set to ALWAYS, the VEN MUST respond with a createdEvent message; if the responseRequired is set to NEVER, the VEN MUST NOT respond with a createdEvent message"
