What does this PR do?
Add stack to be used in stackset to deploy Agentless Scanning.
This Stack does not deploy Agentless Scanners. It just deploy the delegate roles in the accounts that need to be scanned.
Here,
ScannerInstanceRoleARNis a required parameter. It is a comma delimited set of ARNs that will get access to scan the accounts targeted by the StackSet.
