Add a user to the Dockerfile to be able to run the CWL workflow without --no-match-user and --non-strict options with CWLTool.

Hi Chris, we have been using the Docker image at Dockerhub https://hub.docker.com/r/statgen/alignment/ where the Dockerfile is maintained by the U of Michigan, who wrote the original workflows for processing TopMed data. The Dockerfile at https://github.com/DataBiosphere/topmed-workflows/tree/master/aligner/docker is not being built or used yet. I can merge this and we can consider switching to this repo for the Dockerfile and or you can submit a pull request to https://github.com/statgen/docker-alignment to get the change in there. Thoughts?
