Summary

Add optional Xfce/TigerVNC/noVNC support controlled by ENABLE_VNC.
Start noVNC on container port 6080 only when VNC is enabled.
Document the 260501 image changes and VNC connection details in the README.

Validation

Built the DECS image locally.
Created VNC-enabled test containers via the UID script.
Verified noVNC returned HTTP 200 and VNC/noVNC processes were running in the container.
