The README still described a "pure static" planner — wrong once the SaaS stack
lands, and useless to a reviewer facing a 37-PR train.

- Reframe: two modes (standalone static / opt-in cloud SaaS), both preserved.
- Cloud feature summary (auth+SSO, tenancy+RBAC, realtime, EVM/CPM/baselines/
  revisions, billing, webhooks, search, ops) — source-backed, shipped-only.
- Architecture diagram (client modules ↔ server files), 2-dep note, env-var
  table, verification commands (test:api/unit/e2e), eval-safe constraint.
- MERGE ORDER table: #233 (trivy gate fix) first, then #212#251 in stack
  order — the reviewer's map to land the train.
- Repository contract + persistence + security sections updated to match
  reality.

Verified: test:api ✓ (docs-only change otherwise).

Stacked on #251.
