App.tsx 파일 내에서 비활성화된 버튼(설정, 도움말, 프로젝트 저장)에 툴팁을 표시하기 위해 사용된 span role="button" 래퍼(wrapper)를 제거하고, 네이티브 <button> 요소를 직접 사용하도록 리팩토링했습니다. 또한 이에 맞춰 App.test.tsx의 단위 테스트도 업데이트했습니다.

🎯 해결한 문제 (Why)
기존에는 비활성화된 <button disabled>를 포커스가 가능한 <span role="button" tabIndex={0}>으로 감싸 툴팁이 보이도록 구현했습니다. 이 방식은 상호작용 가능한 요소가 중첩되는 결과를 낳아 웹 접근성(a11y) 기준을 위반하며 스크린 리더에서 올바르게 읽히지 않는 문제가 있었습니다. 이를 개선하여 키보드 내비게이션, 스크린 리더, 툴팁 모두가 정상 작동하도록 했습니다.

♿ 접근성 개선 (Accessibility)

• 문제점: 중첩된 대화형 요소 (<span role="button"> 내부의 <button disabled>).
• 해결책: 네이티브 HTML disabled 속성과 pointer-events-none 클래스를 제거하고 단일 <button> 요소에 aria-disabled="true"를 설정했습니다.
• onClick={(e) => e.preventDefault()}로 이벤트를 차단하여 논리적으로만 비활성화되게 만들고 툴팁(title)과 포커스 링은 정상 작동하도록 수정했습니다.
