Summary

Migrate build.yml to use shared vsix-build.yml workflow
Migrate publish.yml to use shared vsix-publish.yml workflow
Add path filters to build workflow to prevent unnecessary builds
Includes social media notifications (BlueSky, LinkedIn) on publish
