Added Write Tests critical rule (chore(build): migrate solution file to SLNX format #10)
Added Run Validation before commits critical rule (feat(workflow): add contributors workflow #11)
Renumbered existing rules (chore: sync license format #12, chore: add husky for local commit linting #13)
