feat: Implement Optimizer Engine (History & Tuner)

Implemented the Optimizer engine as an atomic unit.

• Added src/coreason_maco_builder/core/optimizer/history.py with HistoryClient and VeritasAdapter to query coreason-veritas (with fallback).
• Added src/coreason_maco_builder/core/optimizer/tuner.py with PromptTuner and DspAdapter to optimize prompts using dspy (with fallback).
• Updated src/coreason_maco_builder/schemas/domain.py to include HistoricalTrace.
• Added comprehensive unit tests in tests/core/optimizer/ achieving 100% coverage.
• Verified strictly against the "One Step Rule" and TRD specifications.
