Fix broken environment setup in CI from old netCDF4#67

CI is still failing on the older environment but NetCDF installs fine. Rather than fixing the issue piecemeal I think we're going to need to fix build and CI environment issues in one go. Maybe as part of a wider package update. Closing. |
