Adds support for recording and playback of content using the features
texture-formats-tier1andtexture-formats-tier2Tested capture and playback on windows with Dawn. Having build issues with wgpu (I think unrelated to changes) so haven't tested that yet, although I wouldn't expect it to work since these features aren't supported.
