Note the commit with workflow changes is somewhat optional as far as I'm concerend: this is mainly here I could verify the fix on other platforms. There are a lot of possible ways to do this. Also maybe we do want the .whl published? Etc.
Also it's tempting to remove the restriction on which branches CI runs because it's somewhat unexpected one has to manually start a workflow run to verify their own changes before creatuing a pull request?
