If that is the case can you update the title of the PR?

Summary
Add CUDA CI on Ruche's NVIDIA A100 nodes.
It uses direct Make targets because CTest and
cmake --buildmay hang under Ruche'ssrun.Adapted from the Kokkos-FFT Ruche workflow.
