Add Before You Deploy section
Adds the Before You Deploy section to the System Administrator Guide. This is a new top-level section covering evaluation and planning content for STLT IT administrators and technical decision-makers preparing for NBS 7 migration.

This section fills that gap by consolidating readiness, compatibility, configuration, and planning information in one place, giving jurisdictions what they need to make informed go/no-go decisions before committing time and resources to deployment.
