Temp freeze of jenn to avoid 2.0

Fixes/Addresses:

Temp fix for JENN 2.0 breakage, until #1276 can more fully address it.

Summary/Motivation:

Other PRs are blocked by this (#1275 and #1274), so this is a temp freeze of JENN to < 2.0

We can ignore the spelling check at the moment, since that's being addressed in the other PR.

The container is running out of disk space: ERROR: Could not install packages due to an OSError: [Errno 28] No space left on device. There are some tricks to try to avoid this, I'll see if I can get some of them to work...
