BI-2805 - Fix autocomplete to work with new BrAPI levelNames

Description

Story: BI-2805

• Merged with develop and removed old brAPIDAOUtil in BrAPIObservationLevelDAO code now that we have brapi client code
• Added new GET /programs/{programId}/experiments/{experimentId}/recommended-sub-entity-dataset-names endpoint
• Updated and re-enabled old sub entity test and added new tests for this card
