TICKET: WIN-8259
Create modular coin generator with 4 chain type plugins (generic-l1, evm-like,
substrate-like, cosmos). Refactored from monolithic script to plugin architecture
for easy extensibility. Fixed template TypeScript errors and verified all chain
types build successfully. Added to CODEOWNERS (@BitGo/ethalt-team).
