Add Splits handler

Addresses #388

This PR adds a handler chirho.counterfactual.handlers.counterfactual.Splits to insert split operation calls directly, unlike chirho.interventional.handlers.do which introduces intervene calls that are automatically converted to split calls by MultiWorldCounterfactual.
