Readme linting and bicep formatting

Purpose

• I ran markdownlint auto-fix on readme
• I ran az bicep format -f on Bicep files
• I removed commented out code
• I reworded some stuff in readme. Notably, I change throttling to throttled in various cases, as I always think that the object gets throttled while the subject does the throttling, but maybe I'm wrong.
