this pr modifies release please to autogen the cli docs at release. for the manually cut releases, this will generate the docs at the release branch. for nightlies, it will put the cli autogenerated docs in next. we shouldn't have autogenerated docs in non-versioned docs as it is pretty much useless there. they are only relevant at a specific version
