Add Android.bp for SPF and AR_OSAL to expose headers Replace Android.mk with Android.bp since SPF is a static library. Using Android.bp improves build performance and enables faster computation. Signed-off-by: Pratyush Meduri <mpratyus@qti.qualcomm.com>
