Details on the issue fix or feature implementation

Upgraded all nuget packages to latest versions.
Upgraded to app.metrics 3.1.0
Upgraded to NetStandard 2.0 and NetFramework 4.6.1
All unit test runned and passed
Tested locally against a production ElasticSearch instance with success

Confirm the following

I have ensured that I have merged the latest changes from the dev branch
I have successfully run a local build
I have included unit tests for the issue/feature
I have included the github issue number in my commits
