- Implement `add_qc_evaluations_to_docdb` to serialize QCEvaluation objects and submit them to MetadataDbClient. - Add unit tests covering: * Single QCEvaluation success * List of QCEvaluations success * Invalid data_asset_id error (simulated 404)
