[codex] Align residual quests and runtime cutover

Summary

• close residual quest frontier packets into lane-local done records and add Q-0009 for the remaining route-api health/closure cutover stop-line
• add package-local machine-fit, RPG runtime, diagnostic runtime, source/runtime parity, and live runtime cutover packets
• keep active topology free of the Stage 5/6 legacy label, sync quest surfaces into deployed Configs, and update validators/docs/examples
