Fix IPNs for PayPal OR implement Stripe #21
Description
IPNs for PayPal aren't currently working due to not sending PayPal back the reply it expects. However this may not be important since we'll never be able to get all the IPNs anyway (thanks, JotForm.) Maybe the way forward is Stripe.
