General repo housekeeping

• contribution guide (standards and best practices, code style)
• issue templates (bug, feature request)
• PR template
• redo the readme.MD

@lex-node once the whitepaper is finalized, could you handle the redo of readme.MD? I can do the other three, or maybe we can brainstorm on them together so they have the right feel.
