Switch to new package management

• Change installation for all distros to new package hosting
• Align instructions across distros and with packager.io instructions
• Test installation with Ubuntu, Debian, OpenSUSE and CentOS
• Check if host OS upgrade page can be enhanced
• Add migration steps
• Remove Debian 12 > 13 upgrade (because covered in general upgrade instructions now)
