test: verify meta org tracked project auto-add

Temporary verification issue for #413.

Expected behavior: applying meta:org-tracked should add this issue to the z-shell — Org-wide project automatically.

This issue will be closed after verification.

Verification result for #413:

• Created this issue with meta:org-tracked to test the existing Project v2 auto-add behavior.
• The issue was not added to Project 28 automatically before the workflow fallback was implemented.
• PR ci(project): add tracker auto-add workflow #418 adds the repository workflow fallback, starter workflow template, and runbook documentation for Project 28.

Closing this temporary verification issue so it does not remain as active tracker work.
