Add monitoring for Strata

Build monitoring for Strata junior and senior tranches:

• Tranche solvency: Senior coverage ratio(Over-collateralization). Currently: 122%, Alert if it drops below 105%

• Watch if Junior side getting drained: Watch jrUSDe totalAssets.
Why: juniors are the shock absorber. If juniors shrink fast, seniors are next in line for risk.

• srUSD value: Check srUSDe value per 1 share (convertToAssets(1e18)). It should not go down. If it drops, seniors may already be taking losses.

• USDe peg: Watch USDe price deviation from $1.
Why: both srUSDe and jrUSDe depend on Ethena/USDe. If USDe is unstable, both tranches are at risk.

• Governance: Msig, 48h-24h timelocks, guardian
