ISSUE-049: Critical Test Coverage Gaps
Description
The project has extremely low test coverage at 8.07% (697 lines covered out of 8,634 total lines). Most source files have 0% coverage, creating significant risk for data corruption, undetected bugs, and regression issues.

Notes
