KLReq reorganisation

This is a heads-up notification that i intend to restructure the KLReq document so that the headings and organisation of content matches the standard categories we use at the W3C for the language enablement framework. We have already adapted the Arabic and Chinese layout requirements documents in this way.

Changing the organisation of the material makes it easier to link to and navigate the content for people involved in the language enablement work, and also points up places where we need additional information.

Thank you to the individuals who have recently been providing insights into Korean requirements! I have already created various bits of text that summarize the useful discussions we have had recently on this list, and once the reorganisation is completed i will add that new content and put out a request for review.

Next steps:

1. I need to find someone to translate the new text (mostly section headings). Please let me know if you can help with that.
2. Publish the updated version of the document.
3. Begin adding PRs that cover the GH issues recently commented on. I already have text for several of these; just waiting for the reorg to be settled.

I made a small number of final changes to the document. @anawhj there are two paragraphs marked with a class .retranslateme — could you provide the necessary updates there? Please substitute the '@anawhj' with however you'd like to be referred to (in English and Korean).

Once that is done, i think we're ready to ask the I18n WG to review with a view to publishing an update to the document on /TR.

Then i will begin adding new material, based on recent discussions.

A request was sent to the I81n WG to review the new version of the document with a view to sending for a short wide review and then publish to replace the current KLReq doc.
