Enable function for adding sibling block in non-edit mode

Adding a sibling block before or after the current block works only when in edit mode (blinking cursor). When in non-edit mode (block highlighted) it fails with a "No block selected" message. That's annoying. It would be nice if I could add sibling blocks without entering edit mode first.
