Update command

Hi,

regarding the latest events, the command has to be updated.

• The countdown will now be for saving debt instead of declaring independence.
• When the countdown ends, 1500M€ have to be saved.
• There must be a --verified-observers option that adds verified observers from Europe to the process

For the moment, that's all. I need to implement this and we'll see how things go in the future
