User Story
As a member, I want to assign a tier rating (1 to 5) to any shortlisted listing, so that my preference is recorded for the group decision.
Acceptance Criteria
- Any shortlisted listing can be rated, regardless of who selected it
- Rating a listing does not consume the member's selection quota
- Tiers: 5 = Top pick, 4 = Like it, 3 = Why not, 2 = Not convinced, 1 = No
- A member's ratings are personal and private until the organiser reveals the podium
- A rating can be updated at any time -- updates remain private until the next reveal
- Not all listings need to be rated
