feat: TDX profile: Evaluate need for Helper functions

Evaluate whether is it worth adding some exported helper functions that would remove the need for internal functions, like:
extractPCEMeasurements()

As discussed this will be evaluated when implementing Decoder Plugin in the veraison/services
