feat: add Haiti (ht-HT) support to isIdentityCard #2656
Description
While adding mobile phone validation for Haiti (ht-HT) in isMobilePhone,
I noticed that the locale is not supported in isIdentityCard.
Because isIdentityCard throws an error for unknown locales, tests fail with:
Invalid locale 'ht-HT'.
This suggests Haiti is missing from the identity card locale registry,
not just from mobile phone validation.
Opening this issue to confirm whether Haiti identity card support is desired
and to get guidance on the expected format before implementing it.
