USWDS-Tutorial - Bug: Tutorial extraneous "a" character in title

Describe the bug

There is an additional "a" in the first summary of the first bullet item of part three of the tutorial:

Steps to reproduce the bug

1. Go to the tutorial, follow read me instructions to launch the tutorial
2. Go to part2, part3 (/extend#part-three) of the tutorial
3. The additional "a" character is in the title for the first item in the list.

Expected Behavior

The title should read Create the markup for a new component, not Create a the markup for a new component.
