Add deletion lifecycle to healthcheck endpoints

I manually deleted the old health check files. The endpoint is working now. Going to add a life cycle rule to the bucket.

Hi @hargitayjpl , I just noticed this ticket in our unity-cs-infra repository, created by @mike-gangl . Our tickets are usually in the unity-cs repo, and that's why I didn't notice it. In any case, I think this is done, right? I think either you or @jdrodjpl implemented a cleanup of old files. If so, can this be closed?
