Create a Docker image localizer/downloader into application catalog deployed Docker registry

The application registration process should call an asycnhonous task that localizes the Docker image referenced in a submitted CWL file. Localization means it is pulled from the originating Docker registry and pushed into the application package's co-deployed registry. Then the URL for Docker image in the CWL is updated.
