MergedPropertiesLoader should be able to merge configs that are external to the second fig

Once the secondary fig has been merged it should be possible to give a list of additional configs that should be merged with the primary fig that are not part of the secondary fig. This will allow, for example, configurations to be set on the command line that can then be merged with the primary fig.
