Binary distribution of GHC 9.6.1 not available

The latest version of GHC is 9.6.1 and is the version I want to use. But it appears that rules_haskell cannot download the binary.

Thanks for the report.

Unfortunately supporting new GHC releases is often not straight forward, since they tend to change the structure of the dist tarballs with every minor release (for some platform).

This time with GHC 9.6.1 it seems they have switched to use hadrian, the new Haskell based build system, which complicates matters a bit more.

There is a draft PR to add 9.4.5 and 9.6.1 here: #1890 but I think we have to resolve #1842 along the way.
