Specific to NC
All bond issuance by local governments has to be approved and co-signed by the state.

Specific to MI
Each municipality must file an annual audit report, as I understand in order to be able to issue bonds.

The last 2 - not specific beyond NC for sure from what I know, unless it's munis in financial distress (some states could have that).

MI: pretty sure majority if not all munis have to file annual audit reports, budgets et al.
