create barebones zos, that has only the bootstrap and the internet, no other functionality, zinit (with rpc support)

zos0 will act as a lightweight host for a Rhai runtime sandbox. All higher-level functionality will be registered into that sandbox, and orchestration will be performed via Rhai scripts.
